Weapons can be categorized into following subclasses.
The damage listed is the absolute optimal damage at point blank range (no headshot bonus). The bullet needs to pierce skin, tissue, muscle and bone for this optimal damage. Crazing shots (only skin and tissue damage) will have greatly reduced damage.
Distance affects bullet speed and bullet speed affects damage. Below is a table of few examples.

Normal ammo versus subsonic ammo (SD)
Silenced weapons that shoot subsonic ammunition have lower muzzle velocity. This results in much shorter effective distances. The bigger the caliber, the higher the difference.

Most of the weapons spawn without any optics or other modifications. You need to find the modification item and then use your toolbox to modify your weapon.
Example adding a PSO-4 scope and a GP-30 grenade launcher to an AK-103 will make an AK-103 GL PSO.
You can only use American equipment on western weapons and Russian equipment on eastern weapons.
